To assign phone numbers that have not yet been assigned to users, click on Select destination. Now select the desired users and click on Save routing. The users can then assign the phone number to a device themselves or route it.
If you do not want to assign the selected phone number to the users, but to a channel or a VoIP additional line you can change the target category with a click on the drop-down menu under the automatically set 'User'.
